The purpose of IDEA is to provide support for special education. It may be possible to use IDEA funding for Committee for Children programs under Section 300.226: Early Intervening Services. Our programs align with the following parts.

Section 300.226(b)1: Professional Development to Enable Staff to Deliver Scientifically Based Academic and Behavioral Interventions

Section 300.226(b)2: Providing Educational and Behavioral Evaluations, Services, and Supports

As social-emotional learning programs that seek to positively influence children’s behavior, all three Committee for Children programs may qualify under this section.

The Devereux Early Childhood Assessment (DECA) Kit and Devereux Student Strengths Assessment (DESSA) Kit, which assess early learning and K–5 students’ positive social-emotional resources and abilities respectively, may also apply.

In addition, under Section 300.208(a)1, funds may be used for special education children in “regular” classes, even if one or more children not participating in special education programs benefit from these services.
