SEATTLECommittee for Children (CFC) applauds Governor Greg Abbott for signing Texas Senate Bill 11 into law. SB11 was introduced on March 4, 2019, in response to the increase in school shootings in both Texas and the nation at large. This omnibus school safety bill incorporates social-emotional learning (SEL) into Texas public education, by including it in school safety plans as well as mandating inclusion of most SEL components in the state’s required health curriculum. Among other provisions, the final version of SB11 includes substantial amendments that allocate funding to districts for school safety.

“SB11 creates a framework for social-emotional learning to be an integral part not only in school safety planning and prevention but in systemic change to school climate as a Tier 1 intervention through the required health curriculum,” said Jordan Posamentier, director of policy and advocacy at Committee for Children. “We thank Texas for demonstrating what bipartisan support for SEL looks like and for setting a precedent for this type of legislation in other states.”

CFC advocated the inclusion of the amendment to SB11 that mandated SEL in Texas health curricula. This amendment was reportedly one of 35 to be considered for inclusion in the bill.
